Prof. Justice N. Bawole, Dean

I am a Professor of Public Administration and Management at the Department of Public Administration and Health Services Management, and Dean, University of Ghana Business School (UGBS), Legon. I obtained a PhD in Development Policy and Management from the Global Development Institute, University of Manchester, UK. I also hold MPhil. (Public Administration with dissertation on environment-poverty nexus), BSc. Administration (Public Administration) and Diploma in Public Administration degrees from the University of Ghana Business School. Earlier, I trained as a teacher at the Wesley College of Education in Kumasi and taught at the Primary, JHS and SHS levels. Before joining the University of Ghana, I worked for an Accra-based NGO as Director of Research and Projects, where I led several capacity building programmes; conducted community development needs diagnosis and designed and implemented projects to address community needs. I have over 70 publications made up of edited books, book chapters, encyclopaedia entries, peer-reviewed technical reports and peer-reviewed journal articles in reputable international journals. I have organised panels and presented academic papers in a number of international academic conferences. I have been part of two consortiums of partner universities which have won separate grants of over 1.3 million Euros each from the European Union in 2018. I am also the lead consultant for a World Bank Funded Project for the Public Sector Reform for Results Project of US$ 249,950.00. As Dean of UGBS, I have led the process to mobilise internal resources to construct a second Phase of the graduate building estimated at US$12m and secured funding from GNPC for an undergraduate lecture hall complex of US$3.3 million. I have served for two terms as Head of Department of Public Administration and Health Services Management. I serve as Chair of the UGBS School Management Committee, member of College of Humanities Academic Board, member of the University of Ghana Business and Executive Committee, member of University of Ghana Academic Board, member of the University of Ghana Development Committee, member of the University of Ghana Strategy Committee, member of the University of Ghana Appointment Board as cognate for Administrative Appointments, member of the Governing Council of the National Banking College, the Governing Council of the Catholic Institute of Business and Technology, member of the Board of Reach for Change, Convener of the African Chapter of the Development Studies Association and member of the Governing Council of Palm Institute. I have served on the College of Humanities Promotion and Appointment Board and many other statutory boards and committees. I have over 30 years of cumulative working experience in teaching, management, leadership and innovative problem solving within organisations. I have enormous experience in action research, development advocacy, organization change and development, project management and stakeholder mapping. I have excellent record and extensive experience working with high level professionals, trade associations, governmental agencies, civil society organisations (CSOs), farmer-based organizations (FBOs), and informal occupational groups including women engaged in various economic activities. I have led, chaired and co-chaired high-level consulting assignments, workshops and technical committees and platforms including the recent technical committee to revise the National Public Sector Reform Strategy for Ghana. I have also recently led two teams to develop two important documents which involved coordinating and facilitating high level policy discussions among Government of Ghana officials and Development Planners. In addition, I have consulted for a number of local and International organisations such as KFW, State Secretariat for Economic Affairs (SECO) in Accra, CDD, UK Ghana Chamber of Commerce, OXFAM, UNDP, UNEP, The Ecumenical Association for Sustainable Agriculture and Rural Development (ECASARD), Ministry of Finance, Ministry of Environment, Science, Technology and Innovation, the Ghana Federation of the Disabled, and the Inter-Ministerial Coordinating Committee on Decentralisation among many others. I have taught and designed courses in Ethics, OD, M&E, Public Sector Management, HRM, NGO management among others.
